If it's the book I'm thinking of, I've seen it adverted for sale several times on ebay - always had the impression at least that it's a repro. edition. 

I staid the night for shelter at a farm behind the mountains, with a mother and son - two "old-believers." They did all the talking...

The key paragraph seems to be this one:
The original scrapbook book itself was an old, used ledger or journal of some sort. The old clippings were pasted right over the handwritten entries. There are over 150 pages of this morbid, crime stuff, three columns per page, hundreds and hundreds of articles. The articles were all yellowed in various degrees but have been nicely reproduced here. They are complete. Only an occasional chip along an edge or corner is missing, seldom affecting the text of the articles. This is information that would be nearly impossible to find anywhere else, a nice copy of an incredible relic from the late 19th century.
As for the sepia-toned paper, it's possible to actually buy that color.
