The "young man" being shadowed was apparently Orrin Gardner, who made numerous visits to his cousin, Emma, at 92 Second.

Orrin supposedly resembled Dr. Handy's "wild-eyed" man. Here's Orrin's picture from The Hatchet:

Yes, they are two separate articles. The first is a snippet from a longer article from The News, Nov. 23, 1892. Unfortunately, I no longer have access to the complete article.

The second is from The Fall River Daily News, Nov. 21, 1892.
